It would make more sense if it was a garlic-butter spread. But not straight-out butter. or a dip, which is common here, usually a Cesar Salad dressing type dip.
IIRC, Papa John’s includes (included? I haven’t eaten one of their pizzas since finding out what an @$$hole Schnatter is) little cups of a (just barely) garlic-flavored dipping sauce with theirs so that you could, theoretically, dip the crust. Ours usually went into the garbage unopened.
Madness. I’m not saying I have robbed a Papa John’s delivery driver of all those garlic-flavored, not-butter sauces, but the thought has crossed my mind.
Also, we had an Italian exchange student who put French fries on pizza. It was terrible. In revenge, we introduced her to pineapple pizza. After that we were even.
Papa Johns (At least in America) delivers pizza with garlic butter sauce cups, Dominos Pizza butters their crust unless you order something other than “Hand Tossed”, Pizzahut does the same.
The difference here is if you order a thin-crust pizza from Papa Johns the will substitute a Garlic Butter cup with a Garlic Salt Seasoning pack.

I usually saved them and used them for other things later. They’re tasty on bagels!

Meanwhile in America, some people think that dipping a pizza in ranch dressing is delicious. Can’t figure out why they’d think that.
