Usually when that happens you can just sneak your hand under the stall’s side wall and wait for someone to put paper in it. You can be vocal about it if you want it to happen fast. Isn’t that kind of a common thing? We used to have to do it quite often in school.
I’m always delighted to have lengthy conversations about public bathroom miseries with complete strangers, while washing hands. They don’t like it very much and never really know if they have to justify themselves as they want to leave, it’s the funniest thing. We talked for a minute and a half, should I have introduced myself? Do I have to smile as I say goodbye? They really don’t like it.

Aren’t they supposed to be installed the other way? So when it’s in the ‘locked’ position, the L shaped part goes down, into it’s home.
