Not sure why America won’t make toilets as private as Japan’s, especially since many in the country like their privacy.
There is probably some regulation that I’m not aware of.
if I had to guess, western toilets have larger gaps underneath so you could potentially get out if the lock got jammed or something, and there’s no reason to have the door flush to the siding because there’s not a big issue with anyone potentially looking in (unlike in Japan, where there are definite documented issues with secret photography and filming)

The restrooms at a mall I frequent just did rebuild one of their restrooms with stalls like this (in the PNW.) It’s really nice.
As an American, I can confirm the cheapness of far too many companies.
The locks are probably low for children, and higher for adults.
Ok, I know I’m short, but the second lock was ridiculously high and the other one was at a normal height!
